Due to the gravitational pull of mass, everything in the world, indeed, the universe, is acting upon everything else. The only substantial force we feel is that of the Earth, as it is obviously the biggest and closest substantial mass to us, and clearly outweighs all other forces. But all things are indeed acting on everything else.
However small, a round stone laying on the river bed of the Amazon, is ever so slightly pulling my mass towards its, as my mass is pulling it towards me.
In this way, your perfect partner, your 'one', if you believe them to exist, are acting upon you every moment of every day - and you on them.
